The Rev. Victor Hailey, Rector

The Rev. Victor Hailey is a Virginia native who was ordained to the priesthood in 2009 by The Rt. Rev. Neff Powell. He earned a B.A in History from St. Andrews University. He went on to receive his M. Div. from the School of Theology at the University of the South in 2009.

He began his ministry with St. Paul’s by the Sea on January 15, 2025. He and his wife Abby, have two children. He avidly follows the Saints of Southampton FC and the University of Virginia Cavaliers. Wahoowa!!

The Rev. Bill Carroll, Deacon

After completing his diaconate studies, Bill was ordained on September 27, 2012 by Bishop John Howard and was assigned to his home church, St Paul’s by the Sea.

For most of his adult life Bill has worked in corporate America in Senior Leadership positions including General Electric, Radian Guaranty Corp, American Mortgage Ins Co, Merrill Lynch Mortgage Insurance Co, Florida National Banks, South Carolina Mortgage Corp, and Bank of America. After retirement, he served as the Ready 4 Work program director at Operation New Hope, an organization which provided formerly incarcerated men and women with the tools and skills to help them successfully re-enter society.

Bill is married to Ann, and they have two sons, Chris and Brad. Ann and Bill are also proud grandparents to granddaughter, Hannah.

The Rev. Lawanda Williams, Deacon

Lawanda was born in Jacksonville and was raised at the Beaches. She attended Ponte Vedra-Palm Valley School and Duncan U. Fletcher High School. Lawanda worked in the corporate life and health insurance field for over 45 years, both in Jacksonville and in St. Petersburg, earning several insurance industry designations. Lawanda and her family first became members of St. Paul’s by-the-Sea when it was located across the street with Father Paul Ritch serving as Rector. Lawanda was in the last class confirmed by the Bishop in the little chapel before the present church opened its doors.

Lawanda retired in September 2017, following God’s call to ministry. She formed a ministry visiting three local memory care facilities, called “Joggin our Noggins.” Lawanda was ordained to the Diaconate on February 12, 2023, at St. Paul’s by-the-Sea. Lawanda is married to Mike and has 2 children and 3 grandchildren. Gracie, a Maltese/Brussels Griffon mix, runs their household. They are all avid Gator fans.

Cassidy Holt, Parish Administrator

Cassidy is available in the office Monday-Thursday from 8:30 a.m. until 4:00 p.m., and by phone on Fridays from 9-noon. All questions regarding calendar, building use, announcements for the Sunday bulletin, and/or parish functions should be directed to her.

Jane Cartlidge, Financial Administrator

Jane, working alongside the Treasurer of the Parish, is responsible for the financial operations of the church. By ensuring that the church’s finances are sound and its operations are efficient, it helps to free up other leaders to focus on the church’s spiritual and pastoral work.

Matt Bickett, Director of Music

Director of Music and Organist Matt Bickett enjoys developing St. Paul’s by-the-Sea’s choirs and leading hymns for an enthusiastic congregation of singers. Matt holds graduate degrees in historically informed performance and religion from Yale University’s Institute of Sacred Music and from the Oberlin College and Conservatory of Music. He has served Episcopal, Congregational, Presbyterian, and Lutheran churches of all sizes, including as interim at Holy Trinity Lutheran Church on Central Park in Manhattan and as intern at Trinity Episcopal Cathedral in Portland, Oregon.

A prize-winning performer and committed researcher, his synthesis of performance and scholarship enlivens the music of the classical tradition with compelling ideas that matter most to us today. Reviewers have described his performances as “rare and interesting” (ClevelandClassical) and “masterfully negotiated” (Bloomington Herald Times). Alongside his role as Director of Music at St. Paul’s by-the-Sea, Matt writes music criticism for the Jacksonville Symphony and teaches secondary humanities in Duval county as a Teach for America corps member.

Tenaya George, Nursery Staff

St. Paul’s by the Sea provides a Nursery for children up to 3 years old for parents who wish to have their children supervised by our trained nursery staff member, Tenaya, during the 10:00 am worship service and other Sunday morning events.

If you need assistance finding the nursery, please ask our ushers for directions and they will be happy to assist you.
